They Don’t Shut Down, They Move: Inside Cambodia’s Scam Cities


Sumsub | Operation Shamrock’s Erin West traveled to Cambodia to separate fact from fiction, image from reality. The news about crackdowns on the scam industry was in the headlines. The government promised enforcement and the closure of compounds. Erin found and walked through closed compounds. But it seemed that they weren’t truly abandoned, but temporarily on pause.

The further she traveled from the known centers of scam activity, the more she found. Active compounds, new construction, and little evidence of decline in the industry collecting billions of dollars from fraud and scam victims every year.
