The Scam Compounds Brief

Humanity Research Consultancy | The Scam Compounds Brief is an evidence-based briefing on scam compounds and trafficking–fraud networks. HRC’s analytical series examines the evolution of transnational criminal networks, primarily Chinese-speaking syndicates, operating scam facilities.

Each issue identifies emerging operational patterns, enforcement actions, and structural shifts across affected jurisdictions.

Issue 1 focuses on the first six weeks of 2026, covering topics, including:

  • Leadership attitude in Cambodia, Myanmar, and South Korea

  • Raids, escapes, and deportations in Cambodia and Myanmar

  • The arrests, prosecution, and sentencing of ringleaders, including Chen Zhi

  • Activity on social media channels related to scam compound operation

In early 2026, the Cambodian government adopted a more aggressive stance toward scam compounds, reportedly raiding or intervening in 190 suspected scam sites.

Similar operations included the publicized demolition of KK Park compound in Myawaddy, a notorious compound where tens of thousands of individuals were held. Despite increased law enforcement, it doesn’t appear that the freed victims of trafficking and forced criminality are receiving support services.

Evidence indicates that the criminal ecosystem supporting organized fraud, particularly money laundering as a service, continues to thrive.
