Who Is Behind Meun Chey Commercial City, aka #8 Park?


Cyber Scam Monitor | The Cyber Scam Monitor website includes profiles documenting the locations of reported online crime operations in Cambodia and Myanmar. The profiles include information on criminal operations at the sites and alleged abuses.

The reports include information from ongoing investigations by Elliptic, outlined in its recent report, “#8 Park: Prince and Huione's role in a scam compound still operating amid crackdowns.”

#8 Park, also called Legend Park and Meun Chey Commercial City, has been linked to both the Prince Group and Huione Group, key players in the online scam industry within Cambodia. Both groups have been subject to investigation and sanctions for organized crime by U.S. and U.K. agencies.

Construction permits refer to Legend Innovation Co., which is registered in Cambodia at the address of Huione Insurance PLC. The phone number for Legend Innovation is linked to the Prince Group.

Stores within the park are required to use Huione Pay for purchases. Huione Logistics provides shipping and delivery services. Before it was taken down, the Huione Technology website included design images of the park.

From a distance, the park looks like a small city with residential and office buildings around an artificial lake. A closer look shows that the entire perimeter is surrounded by a high metal security fence with guards at all entry points.

In July 2025, The Japan News reported that Fukuoka police had discovered scam operations at the site after a man from the prefecture had been recruited to work there.

#8 Park is frequently mentioned in Telegram posts used by scam industry operators. Posts mention that groups operating in the compound moved there from Myanmar after crackdowns there. Posts also refer to unpaid wages and brutal treatment of workers.

After a notice was posted on Telegram on February 9, instructing shops in the park to vacate by February 13, it appears that many people left the park. However, as Cyber Scam Monitor reports, the buses parked outside the park suggest that people were likely relocated to other compounds rather than released.
